NORTH MANCHESTER, Ind. – On Thursday, February 23, 2017 at 10:56pm Officers Parker Stouffer and Derek Sessoms performed a vehicle stop on a vehicle with a headlight out. After informing the driver Dale R. Harner, 26, Fairmount of the problem officers made the decision to call in Sgt Nate Birch and K9 Strider for a check of the vehicle. Harner was arrested for possession of paraphernalia, possession of methamphetamine and dealing schedule 4 controlled substance.
