North Manchester Police Investigate Report of Man with Ginseng

NORTH MANCHESTER, Ind. – On Saturday, August 12, 2017 around 6:23pm the North Manchester Police Department Dispatch received a request of assistance from Indiana Conservation Officers. The request was for North Manchester Police to make contact with a man walking in the area of SR 13 and SR114 wearing camouflage and reported to be in possession of Ginseng. Officer Brian Hammons stopped David R. Oaks, 36, North Manchester on SR 13 north of SR 114. Oaks allowed Officer Hammons to inspect the contents of his backpack. Hammons located a plastic sack with roots in it. The roots were later confirmed to be Ginseng by Indiana Conservation Officer Ben Duecker. According to Conservation Cpl. Jon Engle, Ginseng season begins September 1 and runs through December 31. Ginseng may be sold through March 31. The case has been turned over to the Indiana Department of Conservation.
