Fort Wayne Woman Arrested After a Pursuit

Grant County, IN – Yesterday, November 6, 2023, one person was arrested after leading an ISP Trooper on a pursuit in Grant, Huntington, and Allen Counties.
Around 12:21 a.m., Monday morning, Trooper Edward Titus was patrolling on I69 in Grant County when he observed a 2018 Ford F-150 with its taillights not illuminated. The driver was later identified as Nori E. Shepherd, 39, from Fort Wayne, IN. Shepherd fled at high speeds and led Titus on a pursuit through Grant, Huntington, and Allen County roadways, reaching speeds of approximately 103 mph.
At approximately the 267-mile marker, it was reported a plastic bag was thrown out of the driver’s side window. The pursuit continued north on I69 to the 273-mile marker, where officers with the Warren Police Department had tire deflation devices set up across the roadway. The Ford struck the devices, deflating one tire. Shepherd continued northbound on I69 while losing tire debris. Shepherd ultimately stopped near the 299-mile marker, where she was taken into custody without incident. Shepherd displayed signs of impairment, and an investigation was initiated.
A subsequent search of the Ford revealed suspected drug paraphernalia and marijuana. Further investigation revealed Shepherd had a suspended license and two active warrants out of Allen and Jay Counties. Shepherd was incarcerated at the Grant County Jail.
As a result of the pursuit and ensuing investigation, Shepherd is preliminarily charged as follows:

  1. Resisting Law Enforcement with a Vehicle- Level 5 Felony
  2. Obstruction of Justice- Level 6 Felony
  3. Operating a Vehicle While Intoxicated- A Misdemeanor
  4. Resisting Law Enforcement- A Misdemeanor
  5. Driving While Suspended/Prior- A Misdemeanor
  6. Possession of Marijuana- B Misdemeanor
  7. Possession of Paraphernalia- C Misdemeanor
    Titus was assisted by officers with the Indiana State Police Fort Wayne District, Grant County Sheriff’s Office, Huntington County Sheriff’s Office, Allen County Sheriff’s Office, Fort Wayne Police Department, Warren Police Department, and Parkers Towing.
