NORTH MANCHESTER,Indiana – According to a North Manchester Public Safety News press release, two people were arrested Thursday morning and charged with numerous drug-related offenses. At 10:13 am, Brandon R.L. Goins, 30, Huntington, was arrested on a warrant for possession of methamphetamine, possession of a schedule I,II,III or IV controlled substance and operating a motor vehicle with a scheduled I or II controlled substance in a person’s body. Goins was preliminarily charged with possession of paraphernalia and possession of a syringe. Alicia M. Combs, 28 , North Manchester, was also arrested and preliminary charged with assisting a criminal, possession of paraphernalia and possession of a syringe.
